Proposed Change to Bylaws

This is official notice of a proposed change to the INBA Bylaws, approved by the Board of Directors on July 18, 2009. It will be introduced to the general membership for its consideration at our annual business meeting on Saturday, October 3 at noon in Peoria.

Proposed Change

ARTICLE III, Sec. 1, A
3. Honorary membership may be conferred on those who have made significant contributions to the purpose of the Corporation. Out-of-state non-voting membership may be conferred on professional broadcast journalists who do not cover the state of Illinois.
 
ARTICLE III, Sec. 2
SECTION 2. ELECTION OF MEMBERS. Members shall be elected by the Board of Directors. An affirmative vote of two-thirds of the Board of Directors shall be required for election of persons as voting, associate, out-of-state,  privileged and student members.
 
ARTICLE XIII, Sec. 2
SECTION 2. AMOUNT OF ANNUAL DUES. The annual dues of members shall be as follows, effective JANUARY 1, 2002: For voting members and out-of-state members, THIRTY-FIVE dollars ($35); ... (remainder unchanged).
 
 
Explaination
 
The purpose of this change is to eliminate a defunct level of membership ("honorary member" - which we've never used) and substitute a new category... "out-of-state member".
         
Out-of-state membership would be granted to those working journalists who embody the ideals and goals of INBA but are not currently working in Illinois. They would not have the right to vote in any INBA issues. Rather, the Membership Committee, which discussed this provision at length, feels it would allow former INBA members who moved to other states to still be active in the organization. I will also allow those from outside Illinois who have something to contribute to come to our conventions at the regular member rate and share their valuable experiences.
